How do labor posters happen?

Hey, Georgia. Are you okay?
Every law tells a story. Something happened to make the legislature need to put a law in writing.
This labor poster from Georgia is no exception. And the story it tells is pretty grim.

Workers in Georgia need vacations just like anyone else. But they also need money.
When the state doesn’t protect your income through all aspects of being a human, the department of labor gets phone complaints.
Answering those phone calls and denying those claims takes valuable taxpayer dollars that could be spent on something else.
If enough people have the same complaints or make the same mistake, that should be a signal to the legislature that the people are asking for change.
Maybe some paid sick time.
Maybe raising the minimum wage.
Or you could just create a poster.
Which seems to be the response Georgia went with.
Rather than making laws that protect workers and their families, Georgia apparently has chosen to make it a law to have every employer send a preemptive "f*** you, leave us alone" on their behalf.
Still. Are there no graphic designers and copywriters in Atlanta?
